Why is the telephone touch-tone keypad different than a calculator keypad?

Why does a keypad on a telephone have the numeral 1 in the upper left corner, but calculators have the numeral 7 in that position? Perhaps because Bell Labs researched the usability of different layouts, and calculator manufacturers did not. Visit http://www.vcalc.net/Keyboard.htm for more.
